Dmitri Teperik on hybrid threats

In his speech on the discussion panel entitled “Security of EU countries and hybrid threats”, Dmitri Teperik addressed the issue of hostile disinformation, projected against Europe by Russian state and non-state actors. He emphasised that attribution of hostile activities should not always be a single political act, but rather continuous expert process based on solid evidences.
