Dmitri Teperik at CEPA in Washington: Attribution of Information Attacks Must be Followed by Actions

During his speech at CEPA roundtable, ICDS Chief Executive Dmitri Teperik presented major challenges to cognitive resilience in the Baltic states.

“While there are even more evidence about information threats penetrating cognitive space of democratic societies, we are still struggling with both: taking resolute actions after attribution and providing our citizens with hands-on skills for strengthening cognitive resilience at personal and societal level”, noted Teperik.

He was joined also by Dr. Solvita Denisa-Liepniece, Assistant Professor at Vidzeme University of Applied Sciences (Latvia)  and Ms. Dovilė Šukytė, Policy Analyst at the Eastern Europe Studies Center in Lithuania. During this discussion, the three visiting experts from the Baltic capitals highlighted the key vulnerabilities found in each society and how hostile pro-Kremlin entities penetrate these communities. Some of the lessons learned are universal. By understanding the experiences of other countries, USA can expedite the development of its own strategy in dealing with Russian meddling. The conversation was moderated by Brian Whitmore, Senior Fellow and Russian Program Director at CEPA.
