Energy is an issue of rising importance for the Baltic Sea area. The ICDS study by Merle Maigre looks at the main challenges to the Baltic energy policy making.

It discusses regional energy specifics, energy cooperation and Baltic interconnections with the EU Member States. This discussion is followed by the analysis of two sets of problems of Baltic energy security. The first set deals with the ever dominant and expanding presence of Russia on the Baltic political and economic scenes. The second set of concerns arises from the lack of domestic energy expertise and deficiencies in strategic energy policy planning.
