Javad Keypour
Lecturer in Energy Law and Sustainability at TalTechDr Javad Keypour joined the Department of Law at TalTech in 2017, and is currently a lecturer in energy law and sustainability. He has spent two years at the SEI Tallinn Institute, where he managed key decarbonisation projects, including Transitioning to Carbon Neutral Heating and Cooling in Estonia by 2050 and Gas Decarbonisation Pathways for the Baltic States and Finland. His contributions extended to the UA-GRIDEX project, which aims to enhance Ukraine’s energy resilience amid ongoing military attacks on its energy infrastructure. He also collaborated with the European Topic Centre on Sustainability Transitions (ETC ST) to develop the annual report on hydrogen’s pivotal role in the EU energy transition. Previously, he served for 12 years as an energy and sustainability expert at the Iranian Vice Presidency for Science and Technology and the ATEF think tank. He earned his PhD in law in 2024 and his MA in international relations in 2019 from Taltech. He also holds an MSc in chemical engineering, obtained in 2011 in Iran.
