“Estonia’s official security policy documents, in common with those of most states of the Euro-Atlantic area, recognise a wide range of global security challenges including those related to globalisation and shifting power balances in the world, the spread of information technology, climate change and resource pressures, the limitations of arms control regimes, and terrorism. Nonetheless, Estonia’s main security policy concern, which arises from its assessment of its immediate security environment, is Russia. The official security policy documents are measured and unemotional on this subject but, day to day, it dominates security policy considerations and is a source of national anxiety. Analysts have noted that, ‘Russia looms large in Estonia’s security thinking and its geopolitical calculations, most often as a potential source of threats to national security.”
