ICDS Chief Executive gave a speech at the international round table entitled “Ukraine and the EaP Countries in Countering Hybrid Threats for Public Security”, which was organised by the Centre for Global Studies “Strategy XXI” in Kyiv on 1 November 2017.
In his speech, Dmitri Teperik focused on identifying and describing five major gaps in national resilience. In particular, Dmitri Teperik emphasized that national resistance to hybrid threats was not solely a matter for state authorities, but, to a greater extent, for the whole society. Ukraine, according to his estimates, still plays a game with a zero sum and does not aim at victory.
