Strengthening National Resilience as Response to Hybrid Threats

On July 18-19, 2017 ICDS experts participated in the joint NATO PDP conference Ukraine-Georgia „Professional Development as an essential Part of the Public Sector Reform“, which took place in Kyiv at the Diplomatic Academy under the Ministry of Foreign Affairs of Ukraine.

ICDS non-resident research fellow Anna Bulakh gave a presentation on the concept of national resilience, which was elaborated in the framework of development cooperation project “Resilient Ukraine: civil society support for strengthening national resilience and security in Ukraine”, launched by the ICDS and kindly supported by the Estonian Ministry of Foreign Affairs.
Grigori Senkiv, ICDS contracted expert, briefed the participants on informational behaviour of Ukrainian defence volunteers and associated risks. This study was conducted by the ICDS research team 2015-2016.
The conference gathered with more than 200 participants from different government authorities, embassies, educational institutions, providers of the training courses, international and national experts. The NATO PDP conference aimed at presenting new policies and strategies of each of the NATO Programmes to a wide range of the partners and stakeholders and provide the platform to share the international experience of the professional development as a key element of the public sector reform.
