Seminar: “The Sea Surveillance Co-operation Baltic Sea”
Soome suursaatkond, Rootsi suursaatkond ja Rahvusvaheline Kaitseuuringute Keskus korraldasid 11. märtsil 2009 Soome suursaatkonnas Toompeal läänemereriikide vahelist mereseirealast koostööinitsiatiivi tutvustava seminari "The Sea Surveillance Co-operation Baltic Sea" (SUCBAS).
Soome suursaatkond, Rootsi suursaatkond ja Rahvusvaheline Kaitseuuringute Keskus korraldasid 11. märtsil 2009 Soome suursaatkonnas Toompeal läänemereriikide vahelist mereseirealast koostööinitsiatiivi tutvustava seminari “The Sea Surveillance Co-operation Baltic Sea” (SUCBAS).
Soome ja Rootsi tegid septembris 2008 Rootsis toimunud seminaril kõikidele Läänemere riikidele ja Norrale ning regioonis tegutsevatele organisatsioonidele ettepaneku osaleda mereseirealase informatsiooni omavahelist vahetamist puudutavas projektis SUCBAS. Oma ulatuse tõttu on tegemist ainulaadse koostööprojektiga, mis parandab oluliselt Läänemere julgeolekut.
Esitlus toimus inglise keeles ning selle viis läbi Soome mereväekapten Pasi Staff.
Kohtumist modereerisid Soome suursaadik Jaakko Kalela, Rootsi suursaadik Jan Palmstierna ning RKK juhataja asetäitja Riina Kaljurand.
Background information:
The Letter of Intent for the project was signed on the 4th of March in Helsinki. The signatory nations were Denmark, Estonia, Finland, Germany, Lithuania and Sweden. Finland and Sweden were the initiators of this co-operation.
The result of the co-operation will be a shared maritime situational awareness of the Baltic Sea and its approaches that will help nations to improve maritime security, for example regarding emergencies at sea, border control, crime prevention and environmental protection.
The aim of the co-operation, which has the working name Sea Surveillance Co-operation Baltic Sea (SUCBAS), is to establish a multinational, interagency exchange of sea surveillance information in the Baltic Sea and its approaches.
The practical aim of the co-operation is to develop a concept, a technical solution and procedures to generate a robust and cost-effective system to share Sea Surveillance Information. Information fed into the system will be a national responsibility, and as such will be owned by the contributing nation.
The sea surveillance co-operation will be accomplished with arrangements that will make it possible to identify threats and avoid incidents that might jeopardise general maritime safety, security and the environment. This co-operation will require capabilities to locate and identify targets, and to pass on acquired information to the respective party in order to aid the recipient in taking the actions required to minimise or avert the risks of incidents. This aim should be fulfilled by exchanging information between nations, thus assisting in the compilation of the national recognised maritime picture of each participating nation.
Commander Pasi Staff is the co-ordinator of the SUCBAS and will be able to provide the very latest information on the project’s development.
