The Annual Baltic Conference on Defence 2013

The Annual Baltic Conference on Defence (ABCD) 2013, jointly organised by ICDS and the Estonian MoD, took place on 19 September. Our topic this year was ‘smart power’ – the judicious exercise of all elements of state power to achieve objectives.

The Annual Baltic Conference on Defence (ABCD) 2013, jointly organised by ICDS and the Estonian MoD, took place on 19 September.  Our topic this year was ‘smart power’ – the judicious exercise of all elements of state power to achieve objectives.
The keynote speech was given by General Philip Breedlove, Commander US European Command and Supreme Allied Commander Europe.  Three panels then tackled various questions related to the transatlantic community’s willingness and ability to exercise smart power, with a particular emphasis on aspects related to defence.  The first panel considered different aspects of soft power – the ability to achieve objectives through attraction rather than coercion.  The second dealt with the challenge that European nations face in providing enough hard power, specifically military capability, to underpin a successful smart power strategy.  The final panel examined the successes and weaknesses of, and lessons from, recent smart power strategies in action, in particular NATO’s operation in Afghanistan and the French-led Operation Serval in Mali.
