
Tallinn Digital Summit to Spotlight AI as a Strategic Asset in Global Security
Kaja Kallas, EU High Representative for Foreign Affairs and Security Policy will be among the 110 VIP speakers at the Tallinn Digital Summit (TDS2025). The eighth annual gathering of global digital leaders will take place on 9–10 October 2025 at the National Library of Estonia.
This year’s summit will bring together 1000 senior voices and 110 speakers from government, industry, and technology from around the world to shape global discussions on democracy, security, and innovation in the digital age. Confirmed speakers include: President of Germany Frank-Walter Steinmeier, Minister of Industry and Technology of Türkiye Mehmet Fatih Kaçır, Deputy Minister of Defence of Ukraine Oksana Ferchuk Director of Global AI and Cybersecurity Policy of Microsoft Nicholas Butts, CEO & Co-Founder of AMD Silo AI Peter Sarlin, Chief Technologist Sovereignty at AWS, Mustafa Isik, and Vice President – Enterprise Solutions & Operations EMEA at Nvidia, Carlo Ruiz.
The 2025 agenda focuses on three strategic pillars: Building frameworks for the beneficial, scalable, and interoperable implementation of artificial intelligence. Advancing technology applications to strengthen cybersecurity, dual use capacities, and national resilience. And lastly Exploring how AI will transform education, the workforce, and the economy.
Against the backdrop of the ongoing war in Ukraine—which continues to reshape digital, economic, and security landscapes—technology has emerged as more than a tool: it is now a strategic asset and weapon in the portfolios of major powers and global actors. How AI can strengthen Europe’s defense resilience and technological sovereignty will be therefore in focus of many discussions of political and technology leaders.
TDS2025 will also uniquely coincide with the Arraiolos Group meeting of 11 European Heads of State, hosted by the President of Estonia, H.E. Alar Karis, and the ministerial meeting of the Freedom Online Coalition, chaired by Estonia in 2025.
A high-level meeting of the Freedom Online Coalition (FOC) will take place on the sidelines of the Tallinn Digital Summit. Estonia is chairing the Freedom Online Coalition this year. The high-level meeting will focus on the deteriorating state of internet freedom around the world and on actions to be taken jointly with member states to improve the situation. Estonia, one of the founders of FOC, will be represented by Foreign Minister Margus Tsahkna.

Accreditation for the Tallinn Digital Summit will open on 8 October at Nordic Hotel Forum (located at Viru väljak 3, Tallinn) between 11:00–19:00, where participants can collect their Summit badges in advance. From 9–10 October, accreditation will be available at the Summit venue’s main entrance, starting at 08:00 and continuing throughout both days.
