Speaking at ICDS on 24 March 2014 General Hans-Lothar Domröse, Commander Allied Joint Force Command (JFC) Brunssum, gave a comprehensive overview of NATO’s core tasks including collective defence. His speech was followed by a discussion moderated by Ambassador Matthew J. Bryza, Director, ICDS.
General Domröse underlined the importance of the Article 5 commitment of NATO to defend Allies against kinetic attacks, and pointed out the fundamental difference between Allies and partners – the commitment of collective defence applies only to the members of the Alliance. The JFC Brunssum commander has no doubt that NATO will defend its own members, including the Baltic States, and he hopes that all countries understand that. In his words, the Article 5 is like marriage – you make vows and you have a moral obligation to keep them after you have been married for 30 or more years. Regarding the Russian invasion of Crimea, the general called it a brutal act that violated NATO’s agreements with Russia. Russia used in Crimea soft, smart, modern warfare. Crimea has been an eye opener for the West, today’s security situation has changed. In order to help Ukraine, NATO could provide education and training, equipment and capacity building to the Ukrainian military, the general said.
General Domröse last visited Estonia in November 2013 to discuss the NATO collective defence exercise Steadfast Jazz, where Alliance members practiced defending Estonia against an enemy attack.
JFC Brunssum, in the Netherlands, is one of two NATO joint force headquarters, the other being JFC Naples. JFC Brunssum is responsible for the defence of NATO territories in Northern Europe and has a significant role in defending Estonia.
