ICDS welcomes David Cattler as a new Non-Resident Fellow

We are pleased to welcome David Cattler as ICDS's newest Non-Resident Research Fellow.

David M. Cattler is a senior US national security executive with over three decades of leadership experience in intelligence, defence policy, and international security cooperation. He most recently served as Director of the Defense Counterintelligence and Security Agency (DCSA), where he led one of the largest security agencies in the US government and oversaw personnel vetting, industrial security, and insider threat prevention across the Department of Defense and over 100 partner agencies across all three branches of government.

Prior to that, Mr Cattler served as NATO’s Assistant Secretary General for Intelligence and Security, where he led the Alliance’s intelligence enterprise and strengthened NATO’s analytical capabilities, counterintelligence posture, and cooperation with Allied services. His career also includes senior roles at the White House, Office of the Director of National Intelligence (ODNI), and the Defense Intelligence Agency (DIA).

He brings particular expertise in strategic competition, transatlantic defense, intelligence integration, and resilience. Based in the United States, Mr Cattler is building a post-government portfolio focused on advising private sector, nonprofit, and multilateral organisations committed to national and allied security. In recognition of his contributions to Allied security and cooperation, he was awarded the Order of the Cross of Terra Mariana (Third Class) by President Alar Karis of Estonia. He is a regular speaker at security conferences and policy forums.
