Tuuli Pärnsalu

Tuuli Pärnsalu serves as Head of the South-Eastern Europe and EU General Affairs Division at the Department of European Affairs at the Ministry of Foreign Affairs of Estonia, where she oversees key policy areas at the intersection of European integration and regional cooperation. She brings substantial diplomatic experience, having previously served as Political Adviser to the EU Special Representative in Kosovo and held senior postings in Athens, Moscow, Brussels, and St Petersburg. Ms Pärnsalu holds a master’s degree in internal security from the Estonian Academy of Security Sciences.
