Emmet Tuohy
Emmet Tuohy was Senior Research Fellow at the Estonian School of Diplomacy, where he wrote and lectured on energy, political, and strategic dynamics in the Baltic states, Eastern Europe, the South Caucasus, and beyond. He also served as Non-Resident Research Fellow responsible for energy security at ICDS. Tuohy was previously Senior Research Fellow at the Estonian Center of Eastern Partnership–during which time he played an active role in, inter alia, the EaP events held during Estonia’s presidency of the Council of the EU. Before moving to ECEAP, Tuohy served as Resident Research Fellow at ICDS, a US Fulbright scholar in Kyiv, and as Associate Director of the Center for Eurasian Policy at the Hudson Institute in Washington.
The author of numerous articles, research papers, and monographs, Tuohy was a frequent speaker and lecturer at conferences and educational institutions throughout Europe; his writing often appeared in both Estonian and international media. A fluent speaker of several regional languages, Tuohy was a graduate of the School of Foreign Service at Georgetown University in Washington, DC.
Emmet Tuohy passed away on 29 October 2025.
