Luukas Ilves

Luukas Ilves is Estonia’s former Government Chief Information Officer. As Undersecretary for Digital Transformation, Luukas was the lead civil servant tasked with the ongoing digital transformation and was responsible for digital government, cyber security, connectivity and more.

Previously, Luukas has held various roles in the public and private sector in Estonia and Brussels, including at the European Commission, the cryptography deep tech company Guardtime, the Lisbon Council (a Brussels-based thinktank) and for the Estonian government. During Estonia’s 2017 Presidency of the European Union Council, Luukas led the EU’s legislative work on telecommunications, data and cyber security.

Luukas is a graduate of Stanford University, a reserve officer and a member of the Estonian Defence League’s Cyber Defence Unit. He stood in the recent elections to the European Parliament.

Luukas has been decorated by the President of Estonia with the Order of the White Star, one of the youngest recipients in the history of the award. In 2022, his work in support of Ukraine during Russia’s full scale invasion was recognized by President Zelensky’s Ukraine Peace Prize.
