Henry Rõigas joined ICDS as a Non-Resident Research Fellow in November 2020. He is currently the Chief Strategy Officer at Sentinel, a company helping democratic governments, defence agencies and enterprises defend themselves against deepfakes and information warfare through a leading AI-based detection and monitoring platform.
Prior to Sentinel, Henry was the Head of Research and Innovation Cooperation at the cyber security company Guardtime and a member of the Board of Directors at the International Association for Trusted Blockchain Applications (INATBA). Before joining Guardtime, Henry published analysis and managed international projects at the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE) as a policy researcher. He was the Agenda Director for CyCon, the world’s leading cyber defence conference, project manager for and contributor to the book Russian Aggression against Ukraine: Cyber War in Perspective (edited by Kenneth Geers) and co-editor of International Cyber Norms: Legal, Policy and Industry Perspectives (co-edited with Anna-Maria Osula). Henry’s research interests focus on the intersection of government policy, international relations and emerging digital threats, with a focus on cyber conflict and information warfare. He holds an MA in International Relations from the University of Tartu.
At ICDS, Henry focuses on international aspects of cyber and information security as well as security challenges stemming from emerging digital technologies.
