Henry Rõigas

Non-Resident Research Fellow

Henry Rõigas has been with ICDS as a Non-Resident Fellow since 2020 to provide input on international aspects of information security as well as security challenges stemming from emerging digital technologies.

He is currently the Principal Threat Analyst at Nortal’s Cyber Security Consulting team. Henry has held several positions at both private and public organisations. He was the Chief Strategy Officer at Sentinel, a company that provided an AI-based threat detection and monitoring platform to help democratic governments, defence agencies and enterprise defend against deepfakes and information warfare. Prior to Sentinel, Henry was the Head of Research and Innovation Cooperation at the data security company Guardtime. Before joining Guardtime, Henry published analysis and led international projects at the NATO Cooperative Cyber Defence Centre of Excellence as a policy researcher: he was the Agenda Director for CyCon, the world’s leading cyber defence conference, project lead for and contributor to the book “Russian Aggression against Ukraine: Cyber War in Perspective” (edited by Kenneth Geers) and co-editor of “International Cyber Norms: Legal, Policy and Industry Perspectives” (co-edited with Anna-Maria Osula).

His research interests focus on the intersection of government policy, international relations and emerging digital threats, with a focus on cyber conflict and information warfare. He holds an MA in International Relations from the University of Tartu.
