On 31 August 2009, International Centre for Defence Studies hosted a panel discussion on „The Strategic Context of International Missions in Estonia and Abroad”.
The discussion was based on a statement that the missions of contemporary western armed forces have shifted from the pursuit of victory to achieving success. It was further discussed, what is the significance of this shift for those seeking to develop narratives of war that legitimize the conduct of military operations, what are the implications of this “new type of operations” for the ongoing mission in Afghanistan, as well as how to generate support for these new types of operations.

Christopher Dandeker, Professor of Military Sociology in the Department of War Studies at King’s College London
Brigadier General Neeme Väli, Chief of the Headquarters of the Estonian Defence Forces
