Dr. Keiko Kono is a senior research fellow of public international law and cybersecurity at the National Institute for Defence Studies (NIDS) of the Japanese Ministry of Defence. Dr. Kono was a visiting research fellow at the U.S. Naval War College (2011-12) and a seconded legal researcher at the Law Branch of the NATO Cooperative Cyber Defence Centre of Excellence (2019-22). She was involved in the translation project of the Tallinn Manual 2.0 with permission from the Cambridge University Press as well as TM 2.0 General editor Professor Michael N. Schmitt. Dr. Kono has taught international law and holds a doctor degree in law from Sophia University (Japan).
