Łukasz Kulesa is Deputy Head of Research at the Polish Institute of International Affairs. His research interests include nuclear and conventional deterrence and arms control, NATO, Russian security policy, WMD non-proliferation, and security aspects of the transatlantic relationship. He obtained an MA from the Faculty of Law of Jagiellonian University (Kraków) and the International Relations Department of the Central European University (Budapest). Between 2014 and 2019, he worked as Research Director at the European Leadership Network (ELN). In 2010–12, he was Deputy Director of the Department of Strategic Analyses in Poland’s National Security Bureau.
