Ambassador Kurt Volker is a leading expert in US foreign and national security policy with over 30 years’ experience in a variety of government, academic and private-sector capacities. He served as US Special Representative for Ukraine Negotiations from 2017 to 2019, and as US Ambassador to NATO in 2008–9. In 2006, the president of Estonia awarded Volker the Order of the Cross of Terra Mariana, 3rd Class, for supporting Estonia’s accession to NATO.
